The City of New Rochelle seeks $6,505,016 in FY27 Community Project Funding under the Homeland Security bill for a $8,673,355.20 Pre-Disaster Mitigation project to construct comprehensive stormwater drainage improvements at City Park and surrounding roadways. The project includes large-diameter storm pipe replacement, new drainage structures, detention systems, and roadway restoration to mitigate recurring flooding in adjacent residential neighborhoods. City Park and the surrounding residential neighborhood experience recurring flooding during heavy rainfall events due to undersized and aging drainage infrastructure. Increased storm intensity driven by climate change has overwhelmed existing systems, causing localized roadway flooding, park closures, property damage, and public safety concerns.
Federal nexus: The project has a federal nexus because the funding provided is for purposes authorized by section 203 of the Stafford Act (42 U.S.C. 5133), as amended by Section 1234, National Public Infrastructure Pre-Disaster Hazard Mitigation, of the Disaster Recovery Reform Act (DRRA) of 2018.
