The Village of Pelham seeks to improve its municipal separate storm sewer system (MS4) along Highbrook Avenue to reduce hazardous flooding. Local taxpayers primarily affected by this project are residents who regularly suffer from flooding from as low as a 1-year storm event, resulting in frequent repetitive losses. As evidenced by extensive analysis of the MS4, the Village has determined this infrastructure was inadequately installed in 1924, and the capacity of the system remains inefficient at both managing and mitigating flooding. Completing this construction will better safeguard future property damages and address the increasing risk of the loss of life caused by local storms.
Federal nexus: The funding provided is for purposes authorized by section 203 of the Stafford Act (42 U.S.C. 5133), as amended by Section 1234, National Public Infrastructure Pre-Disaster Hazard Mitigation, of the Disaster Recovery Reform Act (DRRA) of 2018.
