The Village of Pelham faces a high risk of repetitive flooding that forces the temporary closure of main roads, disrupts plumbing services in local schools and businesses, and creates dangerous conditions that threaten public safety for residents, students, commuters, and employees living in or traveling through the area. The proposed project will take place along Highbrook Avenue, which is one of two high-risk areas suffering from inadequate drainage infrastructure. This area is extremely sensitive to flooding due to the undersized infrastructure of the municipal separate stormwater sewer system (MS4). Despite conducting multiple analyses as well as regular clean-up and maintenance efforts, flooding continues to occur in the area, yielding significant disruption within the Village and repetitive/severe repetitive losses. 

Federal nexus: The project has a federal nexus because the funding provided is for purposes authorized by section 203 of the Stafford Act (42 U.S.C. 5133), as amended by Section 1234, National Public Infrastructure Pre-Disaster Hazard Mitigation, of the Disaster Recovery Reform Act (DRRA) of 2018.
