The City of Yonkers seeks pre-disaster mitigation funding in the amount of $4,571,823 to stabilize the steep hillside west of Warburton Avenue, above the Metro North commuter railroad. Additional improvements to the drainage system to the east of Warburton Ave. will tie into new outfalls that have been proposed for the watershed by MTA/MNRR . The City's project is intended to mitigate the recurrence of mudslides and avert Metro North Railroad blockages, damage to Westchester County's trunk sewer, and destabilization of residences and municipal infrastructure. In 2021, during Hurricane Ida, tremendous stormwater runoff from steep, upland areas caused mudslides that closed the Metro North Railroad Hudson Line to and from New York City for 4 days and cost the agency over $2 million to clean up.
Federal nexus: The project has a federal nexus because the funding provided is for purposes authorized by section 203 of the Stafford Act (42 U.S.C. 5133), as amended by Section 1234, National Public Infrastructure Pre-Disaster Hazard Mitigation, of the Disaster Recovery Reform Act (DRRA) of 2018.
